Depends what country you are from. In the UK, the top part is the footrest hanger and the lower part is called a belly pan.

In the Honda parts diagrams, the top part is:

HOLDER, R.MAIN STEP; part no. 50600-MGZ-J00

The bottom part is:

COVER, EX. MANIFOLD; part no. 18180-MGZ-J00
